• Regionalökonomie und -politik - insbesondere auf europäischer Ebene - ist seit mehr als einem Jahrzehnt zum Fokus einer aktiven Wirtschaftspolitik avanciert und wird mit den bevorstehenden Osterweiterungen der EU noch an Bedeutung zunehmen. Manche sprechen auch von einem Keynes-Ersatz. Dabei steht die regionale Wirtschaftspolitik - verstanden als Standortwettbewerb im Prozess der Globalisierung - in der traditionellen Theorie noch unter dem Vorzeichen einer Nachteilsausgleichs-Politik, die eher mit außerökonomischen Argumenten begründet wird. Jedoch bei Lichte besehen und auf eine breitere theoretische Basis gestellt gerät regionale Wirtschaftspolitik zu einem zentralen Element einer allgemeinen Theorie der Wirtschaftspolitik. Vor allem die europäischen Strukturfonds haben durch ihre Programm-Planung einer neuen Kultur der Regionalpolitik zum Durchbruch verholfen. Aber im Gegensatz zu der überzeugenden Konzeption ist die europäische Regionalpolitik mit ungeheuren Umsetzungsschwierigkeiten belastet. Diese dürften sich bei der Anwendung der Strukturfonds in den MOEL noch nachhaltig verstärken und den europäischen Integrationsprozess behindern.
• Since more than ten years especially on the European level regional economics and regional economic policy have moved into the centre of an active economic policy and will even become more relevant in the accession countries in middle and east Europe. Some spoke of regional policy as a substitute for Keynesianism. Regional economic policy can be characterized as a competition struggle between locations that are points of investments in a process of globalisation. But in terms of the traditional economic theory it is mainly understood as a compensation policy that is mostly founded on non-economic reasons. Hold up to the light and put on a broader theoretical basis regional economic policy changes to a central element of a general theory of economic policy. Above all the European Structural Funds and their approach of programme planning have developed a new culture of regional policy. In contrary to the convincing concept there are a bunch of severe problems in the implementation process. It is to be expected that these problems will increase by the application of the European Structural Funds in the middle and east European countries and will hamper the process of European integration.
